Portland has two city taxes if you make more than $125k/yr that, if not withheld, you have to pay quarterly. but employers don’t have to withhold unless you make more than $200k/yr. EVEN THEN, employers will only withhold above that $200k threshold, resulting in late fees and interest. why. WHY.
